Thanks to those who answered my question and a special tip of the hat to Porcupine. You hit the nail on the head about "may" issue and "shall" issue. BTW some states recognize other states permits to carry while other states (especially Rhode Island and Massachusetts) do not. There have been and there still are bills in the works before Congress for a National permit good in all states (that allow permits), just like a drivers license is good in all 50 states. The costs for a permit in each state vary also: Rhode Island-$40.00 for 4 years, Massachusetts-$100.00 (out of state permit) for 1 year, New Hampshire recently went to $100.00 for 4 years and Pennsylvania, if I remember correctly, is only about $18.00 for 4 years.
Another tip of the hat to Christel for asking a good question.

Do you want to put money on the fact that it was a "helpful and concerned" neighbour :cool2:

Sect 19 of the firearms act - although Section 19 provides a defence of "lawful authority or reasonable excuse" for possession; in the local Tesco or petrol station would not count! - you would not walk in Tesco with your .308 Rifle! so that defence/excuse would not wash - just the same as wandering round Tesco with a bowie knife having just been "hunting" would not wash either. The CPS have a set of charging standards and are more than happy to charge for any firearms offences - look at the guy being done in Scotland now for being asleep at his kitchen table whilst he was cleaning his guns - he is being done for them not being properly secured!

I'm not so sure. Home Office guidelines specifically mention what should be done when leaving guns in the boot of a car and I've discussed with me FEO what to do when stopping for lunch or petrol on the way to/from the range - he did not consider this unreasonable.

If you are walking with your gun in a slip rather than driving, or you are riding a motorbike or bicycle, there is no alternative to taking it with you while you go into the store/restaurant/pub/petrol station/whatever.

Given that the gun is unloaded and in a slip, if you were to say that you felt it was safer with you than in the boot of your car, I'm not sure you'd be prosecuted. Especially if there had been previous break-ins in that car park or area. You can point to your legal requirement to keep your firearms secure as your good reason. Certainly it could go either way, but I don't think we can say it is definitely illegal to take your guns into somewhere not shooting related.

s19 Firearms Act...

A person commits an offence if, without lawful authority or reasonable excuse (the proof whereof lies on him) he has with him in a public place

(a) loaded shot gun,
(b) an air weapon (whether loaded or not),
(c) any other firearm (whether loaded or not) together with ammunition suitable for use in that firearm, or
(d) an imitation firearm.

There is no statutory definition of either of the two terms in blue.

But I wouldn't try it in Tesco's, Porcupine...or have you already tried it??? Perhaps it's just the clarity or theoretical aspects you are exploring here.

It wouldn't do your FAC status much good or your new sport when your toys have been lifted and you are waiting 18 months for your day in court, along with failing to stop and disturbing your neighbours with your clay shooting from your back window of Chez Nous at 0400 on Easter Sunday. But you may have a point.

I'm just wondering who you would ask for a FAC reference?
