What was his shop prior to his taking over?

It looks like some sort of blacksmith's bending tool. Has he tried putting some metal rod across those hooks and operating it?

It makes me think of a tool that I encountered in my first job. It was for handling oil drums. You hooked the lip of the drum and the handle was a lever to tip the drum over or pull upright.
