Does anyone have any idea what this is?

Hi guys

My local RFD has had this thing hanging round the shop for a while now, (he found it lying around in the back of the shop) and has no idea what it is. Wondering if any of you guys know?

It may be farming related, honestly have no clue. Can't find anything like it on google...

It has a handle about a foot long

Some excellent, albeit (probably) wrong answers, thanks.

It’s weird, the two hooks move together and the only thing it seems to do is to push a chisel like “blade” in the opposite direction. Not sharp enough to cut anything, , like it could bend or break wire or some thing else of about 6mm diameter. Baffling design, and seems to be carrying on!
