The caveat to that is loading for accuracy, not recoil..
You can have full stoke to mouse fart ammunition with handloading and all points in between, handloading will give factory velocities if that is your desire.
A lot of military rifles had service lower velocity ammunition made for them for training purposes and use on limited ranges, so were they not meant to shoot this issue ammunition?
