All handloading data posted on Full-Bore UK from 23/2/2021 must reference the published pressure tested data it was sourced from, posts without such verification will be removed.
Any existing data without such a reference should be treated as suspect and not used.

If I give or sell powder privately do I need to see an FAC?

I would ask for a copy of the FAC, that way if anything happens in the future I was covered.
If anyone wanted powder and didn't want to show their FAC I would be calling the police.

Black Powder needs a ticket, substitutes like Pyrodex don't but most shops I've dealt with will still ask for id.

Primers are covered, I am surprised powder is not, certainly my RFD will not sell them without seeing an FAC
