Odd looking 7.62x39 round - what is it?

Odd looking 7.62x39 round - what is it?

Amongst my last purchase of rounds from Oleg I found two with unusual grey round nosed bullets.
(see pic above the conventional round)

Like a conventional round it has a steel jacketed bullet (I put a magnet against both).
It has a steel cartridge case - same as standard.

However, when weighed it was found to be 187 grains compared to the conventional round which weighs 256.5 grains.

The head stamp markings are: 74 05

I wondered if the disparity in weight, 69.5 grains, is partly because there is no charge within . Shaking either round isn't much help as you can't hear any powder shifting in the normal round to begin with.

Is it some kind of training round?

East German M43 Ub short range practice ammunition, bullet has a copper plated steel jacket with a plastic core

O5 is the factory number (Konigswartha factory, Eastern Saxony) and producd in 1974

I wasn't planning on it. Can't see it being worth much though.
Whilst I've not come across them before they are probably circulating in their millions in Eastern Europe.
