Question from a reloading novice...

Hi guy's, I'm a firm believer in saying "the only daft question is the one you assumed the answer to, without seeking an informed opinion".
So, my question is - "When I go and buy my first tub of powder to reload .303 & .223, does the RFD have to record the transaction on my FAC".
Reason for asking - I can't see anywhere on the cert specifically set out for such purpose?
Hope you don't mind me asking what some folk might consider a 'daft question'.

nope, only primers are controlled, and they are not recorded on your ticket. all other components are freely available to anyone, although sellers can refuse to sell to whoever they like (or don't like) and so could exercise this right, if they felt the person shouldn't own the bits.

also, you should note, the components only count as a cartridge (for your possesion limits) once there is a case with primer and powder, with bullet seated. at any other point it is just components. so you could have thousands of cases, all primed and charged, but until a bullet is pressed in, it isn't counted

Not correct.

In the Explosives Regulations 2014, list of "Explosives not requiring an explosives certificate" you will find:

"The explosive substance smokeless powder which is—
acquired by a person who either is registered as a firearms dealer under section 33 of the
Firearms Act 1968(b) or holds —
(i) a permit granted under section 7 of that Act(c);
(ii) a firearms certificate granted under section 27 of that Act(d);
(iii) a shotgun certificate granted under section 28 of that Act(e); or
(iv) a permit granted under section 17 of the Firearms (Amendment) Act 1988(f).

not so with expanding ammunition, expanding bullets are counted whether they are assembled in a cartridge or not. weird but true ......

Maybe I've opened a can of worms here, but at least I'm clear on the the fact that powder is not recorded on the FAC.
