It's not a Dolphin F class rifle that GMP have to worry about, it's all those pistols and SMGs from Eastern Europe that aren't registered that are the problem.

A very prudent principle in general when dealing with agencies of the state. "If I've done nothing wrong, I've nothing to fear" some say, which is true, but relies on mistakes never being made, when in fact mistakes are often made. That being said, this scheme only requires you to hand the empties over if a firearm gets stolen, when you will have rather more to worry about.

Shocking and one hopes the police involved will do serious time - bit it's unlikely. As it is these fishermen should receive MILLIONS and sue the officers concerned privately!
