Sorry for the delay in uploading plastic wad less slug (Triffid) I'm having trouble getting my pictures to a suitable size for uploading. Mag41 is helping though so a solution is imminent.

Slug without plastic wad.
I made up a wooden mandrel, the larger diameter is the inside diameter of a 12 bore case and the smaller diameter at the top the diameter and length of a 1oz Lee slug.
I then took an ordinary target and chopped it into strips 112mm x 16mm and formed this into tubes by wrapping it round the top of the mandrel and using a sticky label to hold it. 112mm is twice round the slug and 16mm the length of the slug. I don't know if the external dimensions of the 7/8oz Lee slug are different from the 1oz.
I placed the slug inside this paper sleeve like a paper patched bullet in fact.
Into a 67mm new, primed12 bore case I placed 21.6g of AS, a 4mm overpowder wad on top of this, followed by a 19mm wad both poked down with the wooden mandrel, these were followed by the slug inside the sleeve and another 4mm wad over the slug.
I rolled crimped onto the top wad.
They were at least as accurate as fibre wads at 25 yds and in fact I thought they were better. Difficult to tell with my shooting. No problems with recycling in my Remy 1187.
This is OK if you just want a few 10s of slug but any more and it would not be feasible to make all the sleeves. Perhaps there's someone out there with a machine who could make them by the 1000 for us.

This "machine" of which you speak....

I'd thought of thin card, in a regular cross shape.
Two on the slug base offset from each other by 45-deg., to make up the dia.

OR

A paper/card patched slug, with a cork/fibre wad base

I like that idea as it's very simple, good thinking, and easy to try out. It would certainly stop the slug rattling round inside the case which was my objective with the sleeve. I'll make a few up when I get time.

The machine I was thinking about would be one like they use to make the tubes down the centres of toilet rolls for example but smaller of course.

Answered your own question with the high cost of them!
Approx bowl the price of plastic wads....

Card is the way to go - just need to fine tune the designs & do some accuracy testing

No reply as yet to an enquiry to the NRA's target shotgun rep., but it's only been a week....

Still makes me think that the SOLE reason for the ban is the NRA Armory sitting on several thousand expensive slug rounds which they cannot sell due to the the majority of competitors using home-loaded & tuned to their own gun slug loads.

Why else would ALL home-loaded ammo with shot cups be banned, but the NRA sold products have a magic exclusion?
Not a million miles away from the NRA Rifle comps where the entry fee includes NRA supplied Match Ammunition - far from cheap match ammo!
Price hiking = (NOT) the only way to make up for revenue losses due to a dodgy accountants shenanigans...
