A bit more research and it appears that the company MarCool make scopes for Vortex, ZOS, Gamo, Bushnell, BSA and many more.
This is quite normal for most consumer products in that you can go to most Chinesey manufacturers and they will stick your name/brand on a product to your specs.

I thought some were chine and some phillipines with the top end using glass from Japan.
From another forum:
least expensive are Chinese-made Crossfire scopes
next (significant) step up are Phillipine-made Diamondback riflescopes
Viper scopes are another step-up in quality (also Phillipine-made)
at the top of the line-up are the (absolutely world-class) Razor HD riflescopes that are manufactured in Japan.
This tallies up with what I was told by riflecraft at the bss in 2014

China made stuff used to be like "made in Hong Kong" when I was a kid, in other words rubbish.... but times have changed as I type this on my MacBookPro 15" retina custom build which cost £3,400.... says on the back "Designed by Apple of California and assembled in China".....
