Yes and no. The rules as stated are that there is no minimum number to reach. But change.org appears to be a vehicle that the EU responds to. I found this as an example:

41,670 signatures and it got a response.

this supid ban has to be approved by the European Parliament

Hence the reason why every single gun owner in all the European states, whether target or shotgun user, should be writing immediately to their MP & MEP voicing the fact that this ban is a fraudulent smoke screen giving zero protection to the public.

if this is passed the compensation package would be huge

Not if it is a matter of national security.

The other, much easier & costless way to go, is simply not to renew any FAC for the targeted guns as when they are up for renewals. In the current climate, I'd be curious to see how FAC are renewed in France for a 7,62x39 chambered rifle as it gives you the possibility to buy ammo.

thats is still confication of property by the state ! surly regardless of national security that would still be illegal either under your consitition or EU law ???

last time i checked franch has a high gun ownership rate? so the alot the of the public would be against this ??

also if this passed, i belive the uk would go further, May has shown her true colours and it against gun ownership, and with ACPO shopping list for bans etc, it would be good bye .22 lbp's and god knows what !

Seems the author of the petition would like 75,000 votes, I bet he didn't think it would clock up 50,000 so quickly.

I still dont think that on the back of one example being included in a "draft agenda" , means that any one will take notice.
Too much of the Feckbook effect here.
Anyone will "sign" anything if it means they dont have to make an effort.

Yes, of course it is. It's called "état d'urgence". It covers restriction of movements at certain time "couvre feu", requisition of anything needed by the state or confiscation of anything that is deemed to pose a threat to the state.
Guns confiscation happened previously in France in 1961 when there was a credible threat of a civil war.
I am pretty sure there are similar provisions in place in most European constitutions.
