I wouldn't walk around a shopping centre with a pocket full of bullets any more than I would a loaded mag.
Unless you had to walk through a shopping centre to get to a train station to go to the range, like say if you lived near Elephant and Castle.
Or London Bridge

No, it's not, but I'm curious why you need to know...

My friend told me he carrys loaded mags along with his unloaded rifle when he goes to his local shooting club when I heard this I told him it was illegal as I genuinely thought it was turns out I was wrong.

No - totally LEGAL.

Having a firearm in public WITH SUITABLE AMMO ( note no reference to loaded etc ) requires a good reason etc

The mags being charged or even fitted to the rifle make no difference whatsoever.

BP revolver is not loaded until capped.

Any firearm, any time, you need a good reason.
