Actually, you dont pay for the licence to receive the programmes.

You need the licence to POSSESS an apparatus CAPABLE of receiving the signal. Whether or not you ACTUALLY receive it.
Nope, telly license is for live broadcasts. Have as many televisions as you want, but if you declare that you do not receive or watch live broadcasts, no license required. 4 years without telly license over here.

in fact, on reflection, i'll ask one, does everyone else have the same as mine, 'home office' printed diagonally in UV ink

Errrr no, mine just looks like a credit card, has no photograph, says "Espana" "Ministerio del Interior" "Licencia de Armas" gives my name, D.o.B, NIE number and valid from date, on the back it lists categories and from and to dates.

Cop cars (and bikes) are equipped with kit that can scan my licence or they can input my number (same number is my driving licence, health care access etc) and up comes my photo, home address and if I have any outstanding fines etc :(
