I've finally got the McKay Report online. This is the infamous secret police policy document from the 1970s which concluded "a reduction in the number of firearms in private ownership is a desirable end in itself."

Might be how IE parses the spaces in the linked zip files name.

Seems to work over here OK - asks me something about "dropbox" when you click on the link
