Little update. I'm 99% sure mine is a Sabre Defence Congo (which tallies with the 16" barrel). Found a magazine article from original owner with the spare mags and other bits and pieces:-)

If the serial starts PAC it's a Sabre Defence rifle. I think my FAL barrel is 19" without the brake on, so I'd say yours is a congo.
