BASC only has 140k and they would be by far the biggest.

There real number can be gauged by how many match entry slots at IPSC level 4 & 5 matches are given out to them by IPSC in the first round of slots when they are handed out.
For regions that pay IPSC the maximum fee (capped at 2000 irrespective of their real number) the highest number of slots offered is 60.
For the upcoming World Shoot in Italy the UKPSA were offered around 13 slots in the first round, which fits with them paying for about 500 members yearly which is averaged over the past three years.
So its fair to assume they have far fewer than 2000 members currently.

I suppose they could have been talking about the pre pistol ban days but who knows.

Andrew Mercer, the NRA chief executive, seems to have suggested (in an official NRA Facebook post) that the UKPSA doesn’t offer sufficient insurance for its members...
"Readers without a firearm or shotgun certificate of their own may not know that the majority of FACs and SGCs have a legal condition which states that the holder may only shoot where he has “adequate financial arrangements to meet any injury or damage claims” in place – generally meaning insurance. Not meeting that condition could be a criminal offence under section 1(2) of the Firearms Act 1968."
Have a look at the actual wording on your firearms certificate. It mentions adequate financial arrangements in place to meet any injury or damage claim. It doesn't specify that it has to be personal insurance, an insurance policy held by a club would surely cover that requirement, and I'm not aware of any legal requirement to have insurance being mentioned on a shotgun certificate.
Sounds like a bit of sh1t stirring going on here all round.

I suspect shooting news is obtaining its information from only one side & the above opening statement seems to be proof .Fresh from losing its bid for the rights to host IPSC Level 2 and 3 matches in Britain, the UK National Rifle Association has now resorted to telling UKPSA members they might be in breach of firearm certificate conditions.

The NRA bid has not been voted on at an IPSC General Assembly to date, so to claim they have lost is incorrect.
Its true the people from IPSC have visited the UK & met with both sides but there is little information regarding what was discussed.
IPSC will want to see the NRA demonstrate that they can manage an active calendar of IPSC rule compliant matches before they will consider putting a vote on the agenda on this at its annual general assembly.
Que the new shotgun league, I suspect the bid is not as dead as some would have us believe .

So do the NRA want to run additional level 2 and 3 IPSC matches, alongside those run by the UKPSA?
Would this be another Bisley-centric league or is that the point of the affiliation between the NRA and F4I as F4I have a better national reach?

The post on the NRA website and their Facebook page looks like a very public attempt to discredit the UKPSA when there is allegedly still a bidding war going on between the two organisations for the IPSC franchise. Not cricket and a shame that the NRA have stooped so low.
