It's the elephant in the room, Mick.
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

I reckon fabulous! Japanese quality engineering and with the options offered now, it's almost Mecano! And very reasonably priced, considering how much is being charged for Remington and Savage!

I also believe that Howa actions are being used as the base for custom guns as the Remington actions have suffered from availability and quality control....

1 in 12 fits perfectly with your parameters. I shot one comfortably out to 600 with 52gn bullets. Go beyond 600, use a more suitable calibre. Simple.

You said targets to 300 and vermin. Go 1 in 12, there's no disadvantage for you.
