Changes to the wording of RASP documents

I haven't heard anything from Range Control about changes in the wording, but I understand others have been asked for some more information be added to the document.

Has anyone else been asked for changes? If so, could you share?

North East England. I have got a query in them, but was just trying to pre-empt, as we have a shoot on this Sunday and it would not leave a lot of time to change the document.

I am new to being a club secretary and don't want to drop a clanger right at the beginning, so am probably being over cautious ;)

The amount of paper work you have to do at Ponteland (and presumably at other MOD ranges) is fecking ridiculous and the vast majority of it is just an officious waste of time, its almost like they don't want us shooting there :roll:

I can PM you the number of the secratary fro 3 Counties if you want to see hif he's heard anything?

I produce the RASPs for one of my clubs. They are based on the NRA template with range-specific detail added.

I have never been asked to show a RASP to a Range Warden. On one occasion when I offered it he said he didn't need to see it, it was our responsibility and it would only be asked for if there was an incident so they could verify we had followed the correct procedures.

Below is the latest template (modified for a Civilian Club) for a RASP taken from the 2014 Edition of Pam 21. If you cover all the points in each paragaph you will not be far off meeting the same information requirements that MoD Range users have to provide.

RANGE ACTION SAFETY PLAN, (RASP) RIFLE LIVE FIRING (LF) INSERT RANGE ACTIVITY – DATE THE RANGE IS BEING CONDUCTED

General

1. This RASP has been produced to support Club’s name conduct of Rifle LF insert type of practice/competition. It will be conducted on date of activity at insert range name and location

Aim

2. The aim of this RASP is to:

a. Detail the duties and responsibilities of the range staff.

b. Detail rehearsal requirements for the day.

c. Detail points and subjects to be covered in the safety brief.

Safe Persons

3. The following personnel are nominated to fill the appointments listed:

a. Target mechanisms and targetry.

b. Etc

5. Safety Supervisors. The Safety supervisors are to supervise and offer guidance to firers as required. They are responsible for the safe conduct of firing as directed by the RCO and in accordance with the rules contained in Range Standing Orders and the drills contained in NGB Rule Book. In particular they are to:

a. Ensure safe handling of weapons on the firing point at all times.

b. Etc

6. IC Butts/Console. The IC Butts/Console is responsible for the conduct of the Butts/Console in accordance with the rules contained in Range Orders. In particular he is to ensure that:

a. Targets are presented at correct times, and in the correct manner in accordance with NGB Rule Book.

b. Etc

7. Telephone/Comms Orderly. The telephone orderly will be posted by the RCO at location on range is to carry out the tasks as directed by the RCO. In particular the RCO is to ensure that the following is carried out:

a. If a check fire is ordered from range control, the RCO is to be informed immediately.

b. Etc

8. Barrier Sentry. The sentry will be posted by the RCO at the location of barrier when firing at ??? m and beyond. The sentry is to carry out the tasks as directed by the RCO, in particular following is to be carried out: (Dependant on Range Orders)

a. Once firers move back to ??? m ensure no one (whatever their rank may be) enters the range without permission of the RCO.

b. Etc

9. Ammunition IC. The Ammunition IC is to ensure that the following is carried out:

a. Issue the correct amount of ammunition to the detail about to fire.

b. Etc

Note: Reconnaissance is a vital part of the planning process. The RCO is to consult with the Range Warden and, thereafter, reconnoitre the range to establish what facilities and targetry are available and what, if any, restrictions are placed on training.

15. Medical. A safety vehicle with stretcher and a first aid kit will be at the central admin area. This medical plan is in accordance with Range Standing Orders. The following plan will be implemented in the event of a casualty on this range: The level of medical cover and action taken following an accident will be dictated by the Range Authority, but it must be to the minimum requirement stipulated within Range Orders.

a. Immediate Action (IA).

(1) All firing is to cease immediately and firers are to apply safety catches and await further instruction from the RCO.

(2) Etc

b. Minor Casualty. After the IA, the following plan will be carried out:

(1) The safety vehicle will move from the admin area to the scene.

(2) Etc

c. Major Casualty. After the IA, the following plan will be carried out::

(1) The ambulance will move directly to the range.

(2) Depending on the severity of the casualty and advice received from the duty RLO, the casualty will be moved by ambulance direct to one of the following locations:

(a) Ambulance RV.

(b) Etc

d. After the casualty has been evacuated the RCO will continue the accident procedure from Range Standing Orders.

16. Reporting of Incidents or Accidents. Should any incident or accident occur the RCO is responsible for implementing the procedure outlined in Range Orders. It is also the responsibility of the RCO to ensure the procedure is understood by all other members of the range staff.

17. Changes/Amendments to the Activity Plan. If in the event of any changes to the activity, the RCO is authorised to amend the plan. The changes, together with the reasons, are to be recorded and signed by the RCO. If a new RCO is to take over the range, they must have been part of the planning process, e.g. the recce and/or given a detailed handover of the range, by the original RCO.

Action at the Range

18. On arrival at the range the RCO will carry out the following:

a. Book in at range control via the range warden at name of range and ensure the MOD Form 906/906A is completed and signed.

b. Obtain clearance to fire from range control.

Safe Firearms and Equipment

19. All fireams and ammunition that will be fired are permitted in accordance with the MOD Form 904 held for insert range and complex.

Safe Practice

20. Activity Risk Assessment. The NRA safe system of training is in place. The ratio of safety Supervisors is in accordance with Range Orders.

Briefings

21. NSPs. NSPs are to be completed by all members of the range staff. A thorough physical check of firearm chambers must be conducted.

22. Personal Protection Equipment (PPE). Check for serviceable and issued PPE. Only mention PPE relevant to the shoot being conducted.

23. Ensure sentries are briefed and in position.

24. The RCO is to issue a verbal brief to all staff covering all points in paragraphs 7, 8, 9 and 15 prior to firing. These additional points are to be included:

a. The Objectives for the range activity.

b. The general outline and sequence of events.

c. Safety rules particular to the range.

d. The Safety Brief to firers must cover the following:

(1) Signal to stop firing - “Stop, Stop, Stop.” Action on receipt of the signal to stop firing, apply your safety catch and stop firing immediately.

(2) Medical arrangements. Refer to the medic plan paragraph 15.

(3) Etc

25. Additional points, amongst others, pertinent to the safety supervisors must be covered as follows:

a. Handling drills, safety rules and characteristics of the firearms being supervised.

b. Permitted states of readiness.

c. Details of the practice.

Rehearsals

26. A rehearsal, attended by all members of the range staff, is to be conducted. The following is also to be checked/rehearsed:

a. Use of targetry.

b. Etc

The Conduct

Arrival of the firers

27. On arrival of the firers, check clearance to fire has been given. If it is not yet given, this must be received before firing can commence. The following sequence of events is to be followed:

a. NSPs. A thorough physical check of firearm chambers must be conducted.

b. Personal Protection Equipment (PPE). Check for serviceable and issued PPE. Only mention PPE relevant to the shoot being conducted.

c. Details. Firers will be placed into details by the RCO as per the relevant practice.

f. Range Area Layout. It is essential that firers are aware of the various locations on the range; this is for both practicality and safety reasons:

(1) Waiting areas.

g. Revision. Revision relevant to Practice/Competition:

(1) Identify strength and direction of wind and where to aim.

(2) Etc

h. Introduction to the Practice/Competition.

(1) Reason.

(2) Incentive.

(3) Aim.

i. Scoring System/Standards. The following standards are to be explained: Taken from the NGB Rule Book

Prac Range Total Rounds HPS

j. Ammunition Requirements. Relevant restrictions on Muzzle Energy/Bullet Type iaw Range Orders and there requirements of the practice:

(1) 2 x magazines of 20 rounds.

(2) 1 x magazine of 10 rounds.

k. Range Clearance. The RCO is to obtain clearance from Range Control prior to firing commencing.

Completion of each Detail

28. On completion of each detail the following procedure is to be followed:

a. NSPs.

b. Debrief to include scores achieved.

d. Firers move off the firing point.

Completion of the last detail

29. On completion of the last detail the following procedure is to be followed:

a. Recover all fired cases.

b. Pack away kit.

c. check area for cleanliness.

d. NSPs to include a thorough physical check of firearm chambers is to be conducted.

e. Summary to include scores/standards achieved.

f. Look forward to the next club activity.

g. RCO to complete and sign MOD Form 906.
