When you say that the barrel slugged at .313 what do you mean, groove or bore diameter?
What did you use to make the cast with?
What type of boollit are use anticipating using?
TR140 is bit slow for this application for 600 yrds 1800 fps is more than enough especially with a heavy boolit so fast rifle powders like the N120 Reloader 7 burning rate would be my choice.
When shooting cast you must not contaminate the process with jacketed boolit experiences, methods or thinking.

Just out of curiosity how many grains of tr140 be safe to use with a 210 cast bullet.
I was given 5 cast bullets about a year ago so rather than buy a powder for only 5 shots I would like to use the tr140

It is not necessarily unsafe to use the powder but you would end up driving to bullet at velocities too great for most cast boolit alloys and loading procedures.
To get TR140 deliver the velocity suitable for most cast boolits then I suspect that the fill ratio would be too low for the case, getting into SEE volumes and poor burn characteristics.
Better to get some fast pistol powder of some one, 5 rounds at 4 gns a round is only 20 gns surely someone could spare you that.

Also I'd get the 316299, they are currently in stock.
Depending on how much you want to shoot a two cavity could be a bit slow, also I'd just get the GC design. They work fine in most rifles unchecked for plain base velocities.
