I wonder why the people who provide the software for the board cannot make the Summer Time transition automatic. Other applications can do it and it can put me in the right time zone so why not the Summer Time setting?

Depends were the server is they may be renting this server off some one in the USA for instance.

Not really relevant. You set your location and based on that the software provides the standard time for that location.
