i did think about drilling out the base to remove the majority of the brass then trying a hammer and screwdriver to mangle the rest out
No don't do that. Leave the die in your press screw the lock nut and de capper re sizing rod out of the die. find a short piece of metal rod that will go through your case mouth spray the whole thing with WD40 then knock it out with the rod and a hammer does not matter if you wreck the case saving the die is the important thing.
I don't know how you can get a 7.62x39 case stuck any way. Can you post some pictures.
