Soak in creeping oil overnight, automatic transmission oil is good.
Slacken off the decap rod retaining nut and drive the case out by hitting the top of the decap pin rod whilst the die is in the press.

If the decapping pin is removed its possible to tap (thread) the primer pocket.
Make up a spacer of sorts and use a bolt screwed into the threaded hole to draw out the case.
Lashings of lube.
Or take out the decapping pin and use a punch on the case while its still in the press

Lee dies are designed to be used as dromia says using the decapping rod as a drift.
Re: 7.62x 39 die
I'd ignore Dromia's advice....
Send the die to me, with the rest of the dies from the set; for safe disposal.
...nips out to buy some transmission fluid & a reet big hamma!

Re: 7.62x 39 die
iv removed the decap top and pin and tried bashing, if tried screwing into the primer hole and it jsut pulled out, i currently have it sitting in lube over night but it seems well and trully stuck, imsurprised really cause the rim of the case tore away when trying to extract (which is why its stuck) so it must really be stuck, but i dont know why , what i do know its its probally the neck since the brass i have has the second taper and the lee die sizes for 1 taper on the neck so after getting my technique down it was all going fine

Patience, let it soak well then put the decap pin back in sans the lock nut and start tapping.
If that fails put in it the freezer for a few hours and try again.
If you have unfortunately enlarged the primer hole then get a steel rod of a large enough diameter to cover the hole in the base but small enough to go into the die.

Re: 7.62x 39 die
i did think about drilling out the base to remove the majority of the brass then trying a hammer and screwdriver to mangle the rest out
