True but we are dealing with human beings here, and they will do stupid things. So if a lot of negligent discharges are caused by people pulling the trigger when they shouldn't , design a firearm that is supposed to be safe to carry and carry with a round in the chamber, and put the so called safety catch on the trigger. Smart.
