Armed citizens and concealed carry was why "The modern technique" and the conditions of carry were developed...

If you thought or knew) you'd need a gun as a civvie why would you go that place of danger??? If you think you MIGHT need one and want to be prepared why then put yourself at a disadvantage by stacking the odds in the bad guys favour

BTW when I carry mine it is carried one in the chamber and it is de-cocked using the de-cocker, that would be condition 2 to you tongueout

I'm not knocking concealed carry in general; I'm just saying that if I were to wear a side-arm routinely, then I wouldn't load it until I thought it necessary...

As every situation is different it's impossible to back up a statement like that. Some situations you would have plenty of time to load a round into the chamber something that would take around a second or two. So its up to the individual what way he would carry a firearm as it would be him that would face the consequences.By which time you could either be wounded or dead.
