If a scope is rated as 1/4 inch at 100 what is the distance at 200?

A 1/4" click at 100 yrds will give you 1/2" on the target at 200 yards, if I interpret your question correctly.

Providing another example:
My 1/8" click PH25's would move the aim 1/16" at 50, 1/4" at 200 and a whole inch at 800 yards (ignoring bullet drop etc.). :)
