At what stage of assembly does a round become "ammunition"?
Not that you may not find that which you seek on here...but you may well end up causing some confusion as Northern Ireland rules are very VERY different from those in the rest of the UK, i.e. ALL airguns in Northern Ireland are an FAC item, & from memory even the pellets are likewise restricted.
In the rest of the UK a round is a complete round when a bullet is seated in a primed case (note that some ammunition exists that is primer powered...)
I don't think they're recorded on FAC, per se, but the above link shows the application form. No indication of how many primers or qty of powder one can possess which is mega-annoying. Shall I just guess?
If you pull a bullet from a cartridge, does it then become 'components' or a blank or...?
My understanding is once a round is completely assembled with all component parts, it then counts against your allowance. Therefore you can have thousands of primed cases if you wish.
I'd be interested to know the details of this one. It would only make sense if this person didn't have a FAC IMO.

IF ALL blank firing guns were also an FAC item then your viewpoint would make sense...
In my experience the opposite is the case. So how do non-licensed owners of blank firing guns buy blank rounds IF, as some seem to think, an FAC is required to possess an EMPTY PRIMED CASE.
One of my shotguns is in 6.5x55...a smoothbored Swedish Mauser.
What about primed or live cases for this then?

I'm sorry I still cannot find the reference for this.
However, carrying ammunition in public (even/especially with an FAC) without a good reason would be breaking the law IMO.
Remember it is the "without lawful authority or reasonable excuse" which matters to the CPS.
AFAIK blanks and primed cases do not require entry on your FAC, even primers don't (but I have been asked to request sight of FAC before I sell any).
