Does a primed case count towards your hold limit?

A Google search on this brings up many conflicting arguments, including a vague mention of case law that it does count.

Not Imho but not checked the absolute law here.

Home Office guidance on the subject:
It will be noted
that the definition of ammunition does
not include ingredients and components
of ammunition; it is only assembled
ammunition that is controlled under the
Act, not component parts. Empty cartridge
cases, for example, are not “ammunition”.

Thanks. Bear in mind we're not talking Home Office here but Northern Ireland Office. I should have clarified when I first posted.

According to this: http://www.psni.police.uk/servlets31_9.pdf blank cartridges require permission so I'm guessing a primed case is viewed as the same?

762, are primers themselves recorded on FAC? If so, then I'd see primed cases falling into this in "Norn Iron". A very different kettle of fish, the Province.
