Unloaded magazines, as far as I know, are not controlled items, and can be kept anywhere you like. They may be something to be said for keeping in your gun safe, simply so you know where to find them :).
I keep some in the ammunition lockers or in the rifles so I don't forget them when I head out to shoot. AR15 magazines are stored in a bag in the bedroom and I have around 60 new AICS magazines in a couple of cardboard box on a shelf.
No magazines in the house or business are ever stored loaded.

I keep my Magazines for my Enfield's in there issued rifle except for cleaning or repair, just as it was intended when they were in service. I keep spares on a book shelf, I keep filled 5 round chargers in the ammo safe.
