Slide the case into the shell holder and slip the spacer over the case, so it rests on the shell holder.
I also use the same collet die to size 7.5x55 Swiss with an additional spacer.

I cut a slot in the washers and just slip into place around the case on the shell holder.

As has been said annealing also helps.

I use PPU brass and neck size using a Lee, .308 Win collet neck sizing die with a 0.107 spacer.

That's a very precise measurement what type of spacer is it did you have it made up. Why 0.107 how did you arrive at that figure did you just measure the difference in case length.

I don't know any thing about annealing except for a link to a article Joe posted.
I have a idea I am wondering if I can remove the expander from a 7.62x54 full length die and set it up to just size the neck of the 7.5x54 case. I am off to the reloading room to give it a try.

The 7.62x54 idea did not work well it sort of worked but I think I need a plan B.

I just measured the difference in length between the 7.5x54 case and the .308 and found a washer within a few thou of the result.

Dromia has it correct, the chamber is most likely enlarged. I shoot a mas 36 and love it, but every case is filthy when removed demonstrating the amount of gas flowing back around the case. My fired case neck sizes are similar to the dimensions you give. I dont reload at the minute, PPU shoots a 1.5 - 2 moa group and at £65 /100 thatll do for me. Another mas in the club shoots just the same with even sootier fired cases. As previously said, I dont think the military were bothered about the possibility of brass reloading so this would never have been an issue for them. For my money split necks should be acknowledged as a basic consequence of reloading for the mas, and Id keep a healthy supply in reserve.
