I think the system in the rest of the UK is better get your slot for the caliber and then decide what rifle you want to buy.
Surely it's better to have the freedom to buy any rifle that takes your fancy, knowing you can justify it after the event?

^ I suppose there is that....

One downside though is that you can't buy privately unless the seller agrees to refund you if you get knocked back (like that would happen).

PS I don't get the buy and hold when it comes to ammo in parts of the UK.
I take that to mean you do not understand it.

It allows you to buy up to a specific number in a single transaction. However, as you may already have some remaining from the previous purchase you will have a higher hold allowance.

Can you imagine having a 500/500 Buy/Hold? You buy 500 and use some every week and they only come in packs of 500. Then one day you go to the range and halfway through you have to stop and go and buy another 500.

Ok. Here they just give you a maximum quantity authorised normally 1000 rds for each firearm.

I assume that is the maximum HOLDING for each.

Yes, as I understand it, there are no purchase limits in NI just the amount you 'own/hold/have in your posession'.
