came up in conversation tonight about what calibre muzzle loader you could in theary have .

whats to stop you having .17 .22 9mm ?

Nothing.

Like any other firearm. As long as your issuing authority grants it, you can have it. There isn't a minimum, or maximum calibre allowance.

Remember, all of the .36cal muzzle loading rifles and revolvers are "9mm".
Wait, so I can own a .55 calibre Boys anti-tank rifle, but not a .22 pistol?

The issue around smaller bore sizes is not the paperwork, but how useful they'd be given the fouling issues associated with black powder...
