Because it was, it has an interesting history, I can't remember the details but not ex-UK mil IIRC.
I'd assume it's an L98A1, I know there are a few in civilian hands (apparently about 3 in the UK) - the MOD won't sell to civilians here, many come from Canada apparently?
If it was an L98A2 (or either L85 or L86 variant) that'd come under the converted Section 5 hiccup.

I started with a SGC but now have one of the first batch of Bradley Arms AR-15's. The only advice I will offer is you need a flat top receiver (my SGC had a high top, one of the reasons it was sold on), you need the side cocking handle, you don't need to have a left hand cocking handle and you don't need a 20" heavy fluted barrel. If you were there on Sunday you will have seen nobody using the top charging handle to operate their rifle.

I have been looking to get into CSR for a while now but haven't yet managed to get to a meeting. I was on short siberia 200 yds last weekend with the club and I am sure I could hear the CSR shoot going on because of the large volley of fire. Just out of interest what kind of sights do most people use, scope, red dot or irons etc.

There is a separate class for irons.
The service class shooters are restricted to a maximum of 4x ( some use a gaycog ) and shoot unsupported.
The practical class shooters use unlimited optics and shoot from a bipod.

Its an SA80 Ensign. and the owner obtained it from Europe, Sweden IIRC, nice rifle, i've had hands on.
Just stumbled in here as I'm interested in Lantac. 2 emails and 1 phonecall over the last few days & no reply, I'm not too impressed even if their guns look great.
