Wouldn't those bullets have hit the other on the ground?, given that some appear to be still in the case.

I have seen a pic of similar bullets on the 'net, most notably one in which one of the bullets clearly has no rifling marks on it and was most likely hit by the other whilst it was lying on the ground or in a pouch or something.

Those that have pierced cartridges were probably in bandoliers. I wonder if the wearer continued to have such good fortune.
