High Muzzle Energy rifles on Ministry of Defence Ranges
Some of my club members have acquired new toys. They want to shoot them on our MOD (Ministry of Defence) range days. I dont shoot HME (High muzzle energy) rifles and I am not A HME Range Conducting Officer.
Can any one educate me as to what is required to allow HME rifles to be used on MOD ranges.

HME is deemed to be anything over 4500 joules.

Personally I would "Bat" it back to them to do the necessary research and donkey work to establish exaclty what is required and then propose it to the Club Chairman for consideration.
I went over the request for HME sign off on an SCC at the end of last year by a Club Member and concluded that as a Club we dont shoot HME as a discipline nor are permitted to use HME on our local MOD Range - though we do have an NRA HME RCO but he rarely visits Bisley now. Wasn't ducking the issue but the points that need to be considered are as follows:
Does the local Range permit HME
Would the zeroing procedures required be permissable and suitable for the Range booking and not impact on the other shooters day
The requirement of an NRA RCO with the HME qualification for zeroing etc. as well as logging with Landmarc/MOD when getting the Range Licence.
If this is a "new discipline" for the Club - the Chairman would need to undertake training and assesment of the individuals prior to adding this to a members SCC.
The requirement for an Audit Trail for all zeroing.
Plus anything else that is required to be met........
In our case we advised that we dont shoot HME as a Club, our local MOD Range does not permit HME and concluded that if that person wants to shoot HME then he should join a Club that participates in that Discipline and shoot with them.
Prepared to be corrected on the above - but this information was what I gleaned from the NRA and additional research as I wanted to be totally clear.

Have a look in your RCO course INSTRUCTION MANUAL in the Annex (page 104/105 in my book) you also need to complete the HME course RCO HME

You need to get a copy of the latest NRA RCO manual edition 9.
Dogger - your sounds like its out of date.
I dont think HME is a discipline as such - you just need to be able to accommodate the zeroing of them as per NRA/MOD agreement.
The NRA RCO course has recently been re written.
Zeroing HME is covered on page 44 then annex 0 on page 107,108,109.
Included now are large caliber hunting rifles.
I would suggest you contact Training department and procure the latest edition.

- Look up how many grains in a gram, and work it out myself
or - Ask you what the formula is to turn x grains at y fps into z joules.

Energy is 0.5 x mass x velocity
1 ft /lb equals 1.36 joules ish
