Not as far as I know, from reading the Guidance document...
"The adaptation of an existing room within a building which may be considered to be suitable for the security of the firearms, shotguns and ammunition"
I take that to mean that the room is the "security cabinet".. when I've spoken to the local FEO about creating a gun room with guns on wall racking, he didn't mention that there would need to be any additional security..
Edit: i should add that the working parts will be removed (where possible) and stored seperately...

An RFD with dozens, possibly 100+ firearms, with dozens of members of the public accessing the building freely every day is likely to be viewed differently to someone building one in their private residence for their own use so additional measures like trigger locks etc. may be circumstantial.
