The "cost" will come down... Not necessarily the price to the consumer....

As I mentioned with the one with the dissolving wad, they heat seal the top of the cartridge to make it water tight.

Seemingly not. Fired fine though my gun and everyone else shooting there on the day. It was a very light heat seal. Look up Eley VIP Steel for more info.
